Say whether to redirect (and where) or leave it. - **LEAVE**: performing fine, or too new to judge. Do not manufacture work. Then, for every REFRESH and REWRITE page, give a specific change list: - What is now factually out of date or wrong. - What the page fails to answer that someone with this query needs. - Structural fixes: does the answer appear before the reader has to scroll, are the sections in the order the reader needs them. - What to cut. Most decayed pages are too long, not too short, and cutting is faster than adding. - One thing that would make this page hard to copy: original data, a real example, a screenshot, a first-hand test. Finally, rank the whole list by expected impact over effort and tell me the five to do first. Rules: use only the data I gave you. Do not speculate about search volume, competitor rankings, or algorithm updates you cannot see. Where a decision needs data I did not supply, name the exact metric you would need.
How to use
Most content programs add pages when refreshing and merging would pay more, because new work feels like progress and audits feel like admin. Forcing a single action per page, including LEAVE, is what stops the audit from becoming a to-do list of everything. Bring conversion data if you have it: pages with declining traffic and steady conversions are usually keepers, and pages with the reverse are usually merges.
