Build the plan in priority order:
1. **Google Business Profile: the highest-leverage asset.** Category selection (primary + secondary, the single strongest ranking factor I control), the services/description written with my actual search phrases woven naturally, attributes, photo plan (what to shoot, how many, how often), and Google Posts cadence matched to my capacity. Flag anything in my current state that violates guidelines (keyword-stuffed name, wrong address format). Those risk suspension.
2. **The review engine**: reviews are the other dominant local factor: the ask script (spoken + text message versions) timed to the moment of peak satisfaction for MY business type, a realistic target pace (steady beats bursts, which look manipulated), and reply templates for 5-star, mixed, and angry; replies signal engagement and are read by the next customer. Never propose incentivized or gated reviews; both violate Google policy.
3. **Location/service pages**: which pages my site needs: one per core service + one per real service area (only areas I genuinely serve, thin duplicated city pages get filtered). For each: the search phrase it targets, the proof elements locals trust (photos of real jobs, local landmarks, area-specific FAQs).
4. **Citations + local links**: the directories that matter for my category (not a 200-site blast), NAP consistency check, and 3-5 realistic local link ideas (sponsorships, associations, local press) ranked by effort.
5. **The 90-day calendar**: the above as weekly actions fitting my stated capacity, with the two metrics to watch monthly: map-pack appearances for my phrases, and GBP actions (calls, direction requests).

Rules: no fake volume estimates for my phrases, where demand is uncertain, say how to check (search suggestions, GBP insights). Prioritize honestly: if my review count is the obvious gap, say so and weight the plan there.

How to use

For service businesses, the map pack is worth more than every blog post combined, and the two factors that dominate it are GBP category/completeness and review velocity, which is why they're steps 1 and 2. The review ask script is the piece most owners never build: hand it to whoever finishes jobs and watch the count climb. Re-run the plan quarterly with updated numbers.
